1. The Constitution of the Russian Federation shall come into force from the moment of its official publication according to the results of a nationwide referendum.The day of the nationwide referendum of December 12, 1993 shall be considered to be the day of adopting the Constitution of the Russian Federation. In case of non-compliance with the Constitution of the Russian Federation of the provisions of the Federal treaty – the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Sovereign Republics within the Russian Federation, the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Territories, Regions, Cities of Moscow and St. Petersburg of the Russian Federation, the Treaty on the Division of Subjects of Jurisdiction and Powers Between the Federal Bodies of State Power of the Russian Federation and the Bodies of Authority of the Autonomous Region, and Autonomous Areas within the Russian Federation, and also other treaties concluded between the federal bodies of state authority of the Russian Federation and bodies of state authority of the subjects of the Russian Federation, treaties between the bodies of state authority of the subjects of the Russian Federation, the provisions of the Constitution of the Russian Federation shall be applicable. 2. The laws and other legal acts acting in the territory of the Russian Federation before the given Constitution comes into force shall be applied in that part which does not contradict the Constitution of the Russian Federation. 3. The President of the Russian Federation, elected according to The Constitution of Russia (Fundamental Law) of the Russian Federation – Russia, since the given Constitution comes into force, since carry out the powers fixed in it until the term of office for which he was elected expires. 4. The Council of Ministers (Government) of the Russian Federation from the moment when the given Constitution comes into force shall acquire the rights, obligations and responsibilities of the Government of the Russian Federation fixed by the Constitution of the Russian Federation and since then shall be called the Government of the Russian Federation. 5. The courts of the Russian Federation shall administer justice according to their powers fixed by the given Constitution. After the Constitution comes into force, the judges of all the courts of the Russian Federation shall retain their powers until the term they were elected for expires. Vacant positions shall be filled in according to the rules fixed by the given Constitution. 6. Until the adoption and coming into force of the federal law establishing the rules for considering cases by a court of jury, the existing rules of court examination of corresponding cases shall be preserved. Until the criminal procedure legislation of the Russian Federation is brought into conformity with the provisions of the present Constitution, the previous rules for arrest, detention and keeping in custody of people suspected of committing crime shall be preserved. 7. The Council of the Federation of the first convocation and the State Duma of the first convocation shall be elected for a period of two years. 8. The Council of the Federation shall meet in its first sitting on the thirtieth day after its election. The first sitting of the Council of the Federation shall be opened by the President of the Russian Federation. 9. A deputy of the State Duma of the first convocation may be simultaneously a member of the Government of the Russian Federation. The provisions of the present Constitution on the immunity of deputies in that part which concerns the actions (inaction) connected with fulfillment of office duties shall not extend to the deputies of the State Duma, members of the Government of the Russian Federation. SUBJECT AREA: Paper and printing[br]b. 27 June 1818 Hainichen, Saxony, Germanyd. 8 September 1895 Krippen, Bad Schandau, Germany[br]German inventor of wood-pulp paper.[br]The son of a master weaver, he originally wished to become an engineer, but while remaining in the parental home he had to follow his father's trade in the textile industry, becoming a master weaver himself in 1839 at Hainichen. He was a good observer and a keen model maker. It was at this stage, in the early 1840s, that he began experimenting with a new material for papermaking. Until then the raw material had been waste rag from the textile industry, but the ever-increasing demands of the mechanical printing presses, especially those producing newspapers, were beginning to outstrip supply. Keller tried using pine wood ground with a wet grindstone. The mass of fibres that resulted was then heated with water to form a thick brew which he then strained through a cloth. By this means Keller obtained a pulp that could be used for papermaking. He constructed a simple grinding machine that could disintegrate the wood without splinters; this was used to make paper in the Altchemnitzer paper mill, and the newspaper Frankenberger Intelligenz-und Wochenblatt was the first to be printed on wood-pulp paper. Keller could not secure state funds to promote his invention, so he approached an expert in papermaking, Heinrich Voelter, Technical Director of the Vereinigten Bautzener Papierfabrik. Voelter put up 700 thaler, and in August 1845 the state of Saxony granted a patent in both their names. In 1848 the first practical machine for grinding wood was produced, but four years later the patent expired. Unfortunately Keller could not afford the renewal fee, and it was Voelter who developed the process of wood-pulp papermaking under his own name, leaving Keller behind. Without this invention, the output of paper from the mills could not have kept pace with the demands of the printing industry, and the mass readership that these technological developments made possible could not have been served. It is no fault of Keller's that wood-pulp paper contains within itself the seeds of its own deterioration and ultimate destruction, presenting librarians of today with an intractable problem of preservation. Equestrianism or Equitation has an ancient tradition in Portugal. Although today this sport of horseback riding, which is related to the art and science of horse breeding, is a peaceful activity, for centuries Portugal's use of the horse in cavalry was closely associated with war. Beginning in the 18th century, the activity became connected to bull- fighting. In war, the Portuguese used horse cavalry longer than most other European nations. While most armies gave up the horse for mechanized cavalry or tanks after World War I, Portugal was reluctant to change this tradition. Oddly, Portugal used a specialized form of cavalry in combat as late as 1969-1971, in Angola, a colony of Portugal until 1975. Portugal's army in Angola, engaged in a war with Angolan nationalist forces, employed the so-called "Dragoons," a specialized cavalry in rural areas, until 1971, a case perhaps of the last use of cavalry in modern warfare.Soccer, or futebol, is Portugal's favorite mass sport today, but equestrianism retains a special place in sports as a now democratized, if somewhat elite, sport for both Portuguese and visiting foreign riders. As of 1900, equestrianism was still the sport of royalty and aristocracy, but in the 21st century persons from all classes and groups enjoy it. The sport now features the unique Lusitano breed of horse, which evolved from earlier breeds of Iberian ponies and horses. Touring equestrianism recently has become an activity of niche tourism, and it is complemented by international competitive riding. Following the early 20th century, when the Olympics were revived, Portuguese competitors have excelled not only in sailing, field hockey on roller-skates, rowing, and marksmanship, but also in equestrianism. Notable Portuguese riders were medal winners in summer Olympics such as those of 1948 and 1988. This sport is engaged in primarily if not exclusively in regions with a history of horse breeding, riding, and cattle herding, in Ribatejo and Alentejo provinces, and has featured career military participants.Portuguese equestrianism, including the use of horses in bull-fighting, hunting, and other forms of sport, as well as in horse cavalry in war, was long associated with the lifestyles of royalty and the nobility. The use of traditional, Baroque riding gear and garb in competitive riding, instruction, and bull-fighting reflects such a tradition. Riders in bull-fighting or in exhibitions wear 18th-century male costumes that include a tricornered hat, long frock coats, breeches, stockings, and buckled shoes. The Ribatejo "cowboy" or riding herder wears the regional costume of a green and red cap, red tunic, white breeches and stockings, Portuguese bridles, and chaps sometimes made of olive leaves.Although their prestigious classical riding academy remains less well known than the famous Spanish Riding School of Vienna, Portugal has preserved the ancient tradition of a classical riding school in its Royal School of Portuguese Equestrian Arts, at Queluz, not far from the National Palace of Queluz, a miniature Portuguese Versailles, with a hall of mirrors, tiled garden, and canal. One of the great riding masters and trainers was the late Nuno Oliveira (1925-89), whose work generated a worldwide network of students and followers and who published classic riding manuals. Oliveira's widely admired method of instruction was to bring about a perfect harmony of action between horse and rider, an inspiration to new generations of riders. -

SUBJECT AREA: Medical technology[br]b. 14 (registered 13) February 1728 East Kilbride, Lanarkshire, Scotlandd. 16 October 1793 London, England[br]Scottish surgeon and anatomist, pioneer of experimental methods in medicine and surgery.[br]The younger brother of William Hunter (1718–83), who was of great distinction but perhaps of slightly less achievement in similar fields, he owed much of his early experience to his brother; William, after a period at Glasgow University, moved to St George's Hospital, London. In his later teens, John assisted a brother-in-law with cabinet-making. This appears to have contributed to the lifelong mechanical skill which he displayed as a dissector and surgeon. This skill was particularly obvious when, after following William to London in 1748, he held post at a number of London teaching hospitals before moving to St George's in 1756. A short sojourn at Oxford in 1755 appears to have been unfruitful.Despite his deepening involvement in the study of comparative anatomy, facilitated by the purchase of animals from the Tower menagerie and travelling show people, he accepted an appointment as a staff surgeon in the Army in 1760, participating in the expedition to Belle Isle and also serving in Portugal. He returned home with over 300 specimens in 1763 and, until his appointment as Surgeon to St George's in 1768, was heavily involved in the examination of this and other material, as well as in studies of foetal testicular descent, placental circulation, the nature of pus and lymphatic circulation. In 1772 he commenced lecturing on the theory and practice of surgery, and in 1776 he was appointed Surgeon-Extraordinary to George III.He is rightly regarded as the founder of scientific surgery, but his knowledge was derived almost entirely from his own experiments and observations. His contemporaries did not always accept or understand the concepts which led to such aphorisms as, "to perform an operation is to mutilate a patient we cannot cure", and his written comment to his pupil Jenner: "Why think. Why not trie the experiment". His desire to establish the aetiology of gonorrhoea led to him infecting himself, as a result of which he also contracted syphilis. His ensuing account of the characteristics of the disease remains a classic of medicine, although it is likely that the sequelae of the condition brought about his death at a relatively early age. From 1773 he suffered recurrent anginal attacks of such a character that his life "was in the hands of any rascal who chose to annoy and tease him". Indeed, it was following a contradiction at a board meeting at St George's that he died.By 1788, with the death of Percival Pott, he had become unquestionably the leading surgeon in Britain, if not Europe. Elected to the Royal Society in 1767, the extraordinary variety of his collections, investigations and publications, as well as works such as the "Treatise on the natural history of the human teeth" (1771–8), gives testimony to his original approach involving the fundamental and inescapable relation of structure and function in both normal and disease states. The massive growth of his collections led to his acquiring two houses in Golden Square to contain them. It was his desire that after his death his collection be purchased and preserved for the nation. It contained 13,600 specimens and had cost him £70,000. After considerable delay, Par-liament voted inadequate sums for this purpose and the collection was entrusted to the recently rechartered Royal College of Surgeons of England, in whose premises this remarkable monument to the omnivorous and eclectic activities of this outstanding figure in the evolution of medicine and surgery may still be seen. Sadly, some of the collection was lost to bombing during the Second World War.
